Local 98 Sighting from the trenches

Folks at the polls at 4rth and Christian and 700 Catharine were passing out Santorum/Rendell pamphlets. The lower left of these pamphlets clearly state they are being produces by Local 98. I spoke to one of the men handing out the pamphlets and he told me that he was with Local 98.
I assume that this is being done at other polls

Can someone explain
what the point of this kind of thing is?
I'm told there were building trade members leafletting for Tony Payton at a polling place in Center City, but that at least is a useful activity being misdirected. What is the purpose of Rendell/Santorum signs and flyers coming out at the last minute? Does anyone think those will actually switch Casey votes or undecideds to Santorum, or turn out Santorum votes that would have stayed home? Do they think people who are showing up to vote haven't made up their minsd already?
Is it just symbolic? If so, what is the symbolic message supposed to be? Because to me it says "We have more money than we will ever know what to do with, and if we feel like putting it in a big pile and setting it on fire, that's what we'll do."
