I have been going over the house Bill 1318 and all of the references to felon disenfranchisement are struck out of the legislation. http://www2.legis.state.pa.us/WU01/LI/BI/BT/2005/0/HB1318P3328.pdf
For the record, the PA constitution has this to say about disenfranchisement in Pennsylvania.
"Elections shall be free and equal, and no power, civil or military, shall at any time interfere to prevent the free exercise of the right of suffrage." Constitution of Pennsylvania, DECLARATION OF RIGHTS, Article I, ß5.
There are tens of thousands of Pennsylvanians disenfranchised and imprisoned in PA. Most are taken from diverse urban pluralistic districts to rural white conservative districts where most prisons are. There they are counted in the census population for apportionment of legislative districts and poverty block grants where they have not vote in the district.

I want to apologize for the 'STRUCK' post above. The version of hte bill that the legislature had on their web site on Sunday night had the felon provisions struck from the bill. Now its back in. What a bunch of deceptive anti democracy cretins the PA legislature are.
Lets be honest, the felon legislation is the GOP incumbency legislation.
