A Really Good Bill From Jannie Blackwell. (I Know.)

Jannie Blackwell has introduced a bill to remove the Street-era $35 application fee for civil service jobs. I don't quite understand why it requires a charter change and November referendum -- did voters agree to add the fee in 2004? (I don't remember voting on it.)
Anyways, it makes sense to me. It doesn't cost the city much (maybe $1 million?) and it ultimately comes from people who are unemployed or who want to leave the private sector to work for the city. Any thoughts?











Sounds good to me
I always thought it was a bizarre hold-over from another decade or so. Big box stores all have employment application terminals these days, why can't the city? I realize there are administrative costs but I always wondered what was the deal with these fees?

I'm all for income streams, but this one is pretty dirty. Go Ms. Blackwell! It will be nice to see this fee go, as this is one of them that PUP has in its loss column. We've still got old signs saying "No $35 Fee!" and stuff around the office. We didn't beat it, though. $35 is enough to discourage a young middle class guy like me from applying for something. I'd have to feel pretty darn sure I was the #1 for a job to pay that, but how the heck would you know that for entry level jobs when the decision on whom to hire is so subjective?
